The mayor of Surfside called Tropical Storm Elsa, predicted to hit the area, a "blessing in disguise" because it initiated the discussion to demolish the remaining part of the building. A structural field survey from October 2018 said the waterproofing below the condominium's pool deck and entrance drive was failing and causing "major structural damage to the concrete structural slab below these areas."
