Nowhere is this clearer than in the area of voting rights."  So begins Attorney General Merrick Garland's op-ed, written to mark the 56th anniversary of the Voting Rights Act's becoming law — an essential message at a time when the United States has seen a renewed and vigorous assault on these basic democratic rights.  As Garland reminds us: Thanks to the Voting Rights Act, the Justice Department between 1965 and 2013 "blocked thousands of discriminatory voting changes that would have curtailed the voting rights of millions of citizens in jurisdictions large and small." Then came 2013 and the Supreme Court's decision in Shelby County v. Holder, which effectively stripped the law of crucial protections that had allowed the DOJ to efficiently thwart such changes. Without those protections, the DOJ for the past eight years has had only "costly, time-consuming tools" at its disposal to beat back a new wave of restrictive voting measures.  "On this anniversary of the Voting Rights Act, we must say again that it is not right to erect barriers that make it harder for millions of eligible Americans to vote," Garland asserts. "It is time for Congress to act again to protect that fundamental right."
