| The Senate parliamentarian said that including the language in a proposed $3.5 trillion spending bill would be against the chamber's rules because Democrats are trying to pass it through a special process intended only for tax and spending proposals. Schumer (D-N.Y.) said he was "disappointed" by the Parliamentarian Elizabeth MacDonough's decision but would continue to look for ways to include language in the bill that would create a path to legal residency for as many as 8 million of the 11 million undocumented immigrants in the United States. |
