| The worst package Bryan Muehlberger received in the mail was a DIY kit for a "ghost gun" — a gun without a serial number that is untraceable. Muehlberger's daughter was murdered by this kind of weapon in 2019, during a shooting at her high school in Santa Clarita, Calif. Ghost gun kits can be purchased without a background check because they're technically "unfinished." Muehlberger ordered a kit under his daughter's name to see how easy it was to purchase — and cried when he realized that the company he ordered from didn't even care if the purchaser was alive. "As a gun owner myself, I believe in the Second Amendment and the right to bear arms," he writes. "But responsible gun owners understand that their rights come with responsibilities. The right to build a deadly weapon absent a background check, or other basic requirements, should not be valued more highly than my daughter's right, or anyone's right, to life." The Biden administration is considering a rule under which the Bureau of Alcohol, Tobacco, Firearms and Explosives would classify gun kits as firearms, closing this loophole. Will it act?
